About Hill Top Arms and Range

Hill Top Arms is a locally owned firearms retailer, indoor range, and training facility built around a simple philosophy: training comes first. We believe responsible firearm ownership begins with knowledge, confidence, and the skills to use a firearm safely and effectively.

From helping a first-time buyer choose the right firearm to providing advanced defensive training, our team takes the time to educate rather than simply sell. That commitment to training and personal service has helped Hill Top build lasting relationships with shooters throughout our community.

Our Story

Hill Top Arms has been family owned and operated since 2012, with the Hill Top Range opening in the spring of 2016. From the beginning, the focus has been on providing knowledgeable, personal service and helping customers become safer, more confident firearm owners.

For Noreen Hill and her family, that commitment to training is also personal. Years before opening Hill Top Arms, Noreen and her husband, Carl, were nearly carjacked on a dark, deserted highway while their infant daughter slept in the back seat. The experience reinforced something that remains central to Hill Top today: owning a firearm is only part of being prepared—you also need the training and confidence to use it responsibly if the need ever arises.

Over the years, Hill Top has grown from a firearms retailer into a destination for firearm sales, indoor range use, and training at every level. In 2025, Carl and Noreen passed ownership of the family business to their son, Robert, beginning the next chapter of Hill Top Arms while remaining actively involved in the business they started.

Today, the Hill family continues to focus on the same principles Hill Top was built around: knowledgeable service, quality training, and helping customers become safer, more confident firearm owners.

Meet the Instructors

Great training starts with great instructors. Hill Top’s instructors bring a range of experience, training styles, and areas of expertise to every class, with a shared focus on safety, practical skills, and helping every shooter continue to improve.

Carl Hill

Lead Instructor

Carl brings more than 30 years of concealed carry and firearms training experience to Hill Top Arms and is involved in nearly every aspect of the training program. As Lead Instructor, he works with shooters at all experience levels, from those handling a firearm for the first time to experienced shooters developing advanced defensive skills.

Carl is a certified NRA Training Counselor and USCCA Instructor, and is qualified to train and certify new NRA instructors. His approach emphasizes safe firearm handling, strong fundamentals, and practical skills that shooters can continue to build on as their training progresses.

Robert Hill

Instructor & Owner

Robert is an NRA- and USCCA-certified instructor with more than 10 years of firearms training experience. He regularly co-instructs Handgun Fundamentals Levels 1 and 2, helping shooters build strong fundamentals and progress into more advanced skills.

Robert specializes in Hill Top’s AR-platform training and leads both the AR-15 Build and AR 101 classes, helping students understand how the platform functions while developing the skills to operate it safely and effectively.

As the second generation of the Hill family to own Hill Top Arms, Robert remains actively involved in both the business and its training programs.

Theresa Guerin

Women’s Program Lead Instructor

Theresa is an NRA- and USCCA-certified instructor and leads Hill Top’s Women’s Training Program. She works extensively with new and developing shooters, helping students build safe firearm-handling skills, strong fundamentals, and the confidence to continue progressing in their training.

In addition to leading Women’s Only Levels 1 and 2, Theresa is actively involved in Hill Top’s Next Level: Skills & Drills program, where students build practical defensive skills beyond traditional range practice. Her approach focuses on creating a supportive training environment where students can ask questions, challenge themselves, and develop their skills at their own pace.

Tony Rudisill

Instructor & Range Safety Officer

Tony is an NRA-certified instructor who works with students in both Handgun Fundamentals Levels 1 and 2 and serves as a Range Safety Officer for Next Level: Skills & Drills. He brings strong shooting skills and an enthusiasm for training to every class, helping students improve their technique while keeping training safe, challenging, and enjoyable.

Tony is also expanding Hill Top’s advanced AR training by leading AR-focused Next Level drills, giving experienced shooters opportunities to apply movement, defensive skills, and more advanced techniques with the AR platform.

Doug Dobbs

Instructor & Range Safety Officer

Doug is an NRA-certified instructor who assists with Handgun Fundamentals Levels 1 and 2 and serves as a Range Safety Officer for Next Level: Skills & Drills. He works with shooters as they develop safe firearm-handling habits, strengthen their fundamentals, and progress into more advanced training.

A former high school history teacher, Doug brings years of classroom experience to the range along with a patient, approachable teaching style. His background in education and commitment to safety make him a valuable part of the Hill Top training team.

Meet Nyla, Our Range Safety Dog

Nyla is more than Hill Top’s resident Golden Retriever—she’s a familiar face to regular customers and an important part of the Hill Top family. Whether she’s greeting visitors, keeping an eye on the shop, or simply making sure everyone knows who’s really in charge, Nyla has become a Hill Top favorite.

Of course, there’s much more to Nyla than her official duties as Range Safety Dog.

Proud to Be Part of Our Community

More Than a Business

Being part of the local community has always been important to the Hill Top family. Over the years, Hill Top has supported local organizations, law enforcement, community groups, and individuals through training opportunities, special events, fundraisers, and charitable giving.

Hill Top regularly hosts the Washington Township Police Department for training exercises on the range and has been recognized by the department for its support in both 2024 and 2025. Hill Top has also hosted events for local youth organizations, including Boy Scout Troop 97, which presented Hill Top with an appreciation award in 2022.

Giving back is also an important part of many Hill Top events. Special shoots and in-store donations have helped raise funds for organizations including Sasquatch Outdoors, the Cumberland Valley Animal Shelter, and the Antietam Humane Society. Hill Top also comes together to support members of the community directly, including the Snowflake Shoot benefiting New Breath for Josh, a local fundraising effort for a man in need of a double lung transplant.

Hill Top is also home to Trigger Sisters, a private women’s social group centered around friendship and community. Gatherings are less about firearms and more about simply spending time together, with activities ranging from craft and game nights to movies, creative projects, and plenty of food. Sometimes the agenda is simply to get together and socialize. Women interested in learning more about Trigger Sisters can ask Theresa or Noreen during their next visit to Hill Top.
